Can anybody give me the month/year version 9 of Workstation came out?

Also any predictions when a version 10 might arrive?

Version 9.0.0 was released on 23 Aug 2012.  Next version is in first community beta now.  Likely released before the end of this year, but no dates announced (and will not be until it's about a month away, if that).

The License Key for the VMware Workstation Technology Preview 2013, which should be VMware Workstation 10 when it's ready, expires October 15, 2013 so the GA release will in all likelihood be release on or before that date.
