WS15 & VCSA 6.7U1 OVA import fail

When importing VCSA 6.7U1 into VMware Workstation 15 I can get everything with phase 1 import to work and successfully enter into the phase 2 portion.  During phase 2 it gets up to around 63% and fails to start content library service which then invalids the entire install.  I've tried DHCP and static with correct fwd & rev records.

I even tried importing VCSA 6.7U1 into a nested ESXi 6.7 on WS15 and I get the same failure to start content library. Seems to me like a timeout issue in either case.

My WS15 laptop is Windows 10,  i7 Intel, 32G RAM and SSD.

Any ideas?

FIXED.  Before starting I bumped the VCSA vCPU up to 8 vCPUs.  That is all it was. It will not install if you select Tiny which is only 2 vCPUs.
