Thanks for your posting here. even you have not enable the hpyer-v new feature in the "turn new feature on/off" list, maybe it is up with the VBS you ever configured prevously I guess.
So could you please try the following way to disable hyper-v? run the cmd window as administrator, then execute below command.
bcdedit /set hypervisorlaunchtype off
By the way, Restart is required.
