VMware Tools Not Accessible from Standard Account on Windows 11 Guest

I have a fresh installation of a Windows 11 guest via VMware Workstation 16 Pro v16.2.3 on a Windows 11 host.  I installed VMware Tools v11.3.5 immediately after installing the guest OS, before I installed Norton 360.  VMware Tools is working on the Administrator account I used to install Windows 11, but when I log in as a standard user, the VMware Tools functionality is not there, and VMware Tools does not show up in the Windows Tray.  Any ideas how to get that functionality on the Windows standard account?

After I shutdown the guest and booted it up later, I was able to use VMware Tools via the standard account.

vmware tools is loaded for use by the first user to logon to Windows 11 after a restart, no other user logging on can use it until that user logs off and another user logs on after that
