This just started with Insider Skip Ahead Builds 17643 and now Build 17650 you cannot clean install these builds with a new virtual machine. There is no issue upgrading to these builds in VMware and they will run just fine. Obviously, MS has changed something in the code. The latest Fast Ring, Build 17134.1 will clean install in a new vm.
