I have created 2 VMs. One is Win server 2012 R2 (Server) with AD,DNS and DHCP services that had been configured on. One is Windows 10 Pro VM (Client).
Both Vms are using Vmnet 10 (custom Host-only with IP range 10.33.0.0/16 and DHCP disabled).
DHCP service on the server has been configured to provide a scope of IP 10.33.2.1/23.
However, the Client can't obtain the IP from the DHCP server and get the 169.254.... IP
I have tried to capture the packet with Wireshark and seems like the Client has sent out DHCP broadcast packets but DHCP server didn't respond to it even though I saw other broadcast packets from the server on the Client side.
Please advise if I need to do something else on this? Thanks.
You mentioned a Host-Only network (VMnet10) 10.33.0.0/16, and DHCP scope 10.33.2.1/23 (should actually be 10.33.2.0/23), which is kind of unusual, and overlap each other.
What's the DC's IP address, and subnet mask? In case it's configured for the 10.33.0.0/16 range, try using a 10.33.0.0/16 DHCP scope to see whether this works.

Just to rule this out, did you "Authorize" the DHCP server?

As Andre said you need to Authorize the DHCP Server.
Another test that You can do is input an IP static on Windows 10 and test with ping to DHCP Server.

Static IP works normally in this case. If I set static IP for Client, it can reach (ping) the DC server as normal.

Yes as you said the DHCP scope is 10.33.2.0/23 as it was my typo. The DHCP server static IP was 10.33.13.1 with subnet mask 255.255.0.0 (Same as Vmnet10).
I have tried to put the DHCP scope under the same subnet mask and it's working now. Thanks to you.
