VM slow/stuttery with 13th Gen

I've disable core isolation on the host windows 11 machine and set the VM to only use the performance cores. Running Workstation 17 and the VM is windows 10 21H2.

For whatever reason disabling hyper-v mode fixed the stutter. Even though hyper-v wasn't turned on in the windows features.

I discovered the issue while working with our vendor during the hardware beta testing phase. Unfortunately, I found that the issue still persisted on a production laptop. Our vendor also confirmed that they were experiencing the same issue, and they have reported it to Microsoft for investigation.
