VM Ware 16.1 - Restricted Virtual Machines is not supported

I tried with Vmware Workstation 16.1 now to open a restricted VM , its possible to open with the passwort, but when i start it

shows the error: "Restricted Virtual Machine is not supported "

Vmware 16 series has ended the support for restricted virtual machines.

It was only possible till vmware 15.

So relooking on my local, I have an encrypted VMware Workstation 16.1.2 guest. We have lost the ability to restrict but retain the ability to encrypt? Is there any combination of tumblers we can implement to restrict functionality w/out restrictions proper?
