This looks like you are trying to install the traditional, legacy VMware Tools. VMware recommends using the open-vm-tools and open-vm-tools-desktop packages that are included in the Ubuntu repos instead of the legacy VMware Tools for Linux.
VMware has stated that they are no longer actively developing VMware Tools for Linux. They are maintained for older Linux distributions that do not include open-vm-tools. It is highly likely that they have not been tested on Ubuntu 22.04.
