Running 16-bit setup under compatibility mode on windows XP guest

I have an old 16-bit setup.exe which won't run inside an XP guest (it runs fine if I copy it to an XP system). I tried various compatability mode settings, with no effect. If I double-click on it (or run it from the command-line), NOTHING happens . . . . not even an error dialog.

Host is SUSE 10.2, Guest is Windows XP . . . .

Any hints??

It's the setup for NetManage's EccoPro (from about 1995 . . . ). NetManage doesn't support it any more.
