I added a new 100 GB hard disk drive to the guest VM (Windows Server 2016) in VMware workstation.
Inside Windows server 2016, did open Computer management and
Right clicked "unallocated disk space" but everything are greyed out"

I want to format the disk format and name it E:\.
what could probably cause the problem? and what is the solution?

as per screen shot, you disk is showing offline , first make it online ( Right click on same lift side and you will see online option )and try to Right clicked on unallocated disk space to create new disk format and name it E:

The screenshot also shows that the status of Disk 1 is offline.
It might be the case that the disk is made read-only because it has the removable/ejectable property. You can see this in the Capabilities property in Details tab of the disk device in Device Manager.
Shutdown the VM, and then add the following lines to the vmx configuration file.
devices.hotPlug = "FALSE"
ahci.port.hotplug.enabled = "FALSE"
The first line disables hotplug for a variety of devices (SCSI, ATA, NICs).
The second line is for virtual disks attached to virtual SATA controllers.
Power up the VM again and see whether the Disk 1 becomes online.
If vmx configuration edit does not work, you may want to try the steps laid out in this KB.
