Restricting VM Workstation

Greetings all,

Banging my head against the wall for the last couple of weeks so I thought of asking the questions here...

I have an enterprise environment, running many subnets. Users get normal access to a host OS and elevated privileges to a number of VMs.

I do not want them to be able to run their own VMs. So, I do not want them to be able to create a new VM, or walk in with a CD-ROM/USB/external HDD and run one of their own VMs.

Now, I know how to restrict my VMs so that normal users cannot change their settings. Not a problem here.

I do not know how to limit the functionality of the software though and disable the creation of new VMs? Is this linked to user permissions and roles? Need to have restricted VMs running from a "restricted" (?) VMWorkstation. When I tried the roles it said that I could not have the shared VMs being encrypted...

Is it an easy answer and I am missing the point completely?
