I have a very minimal configuration that consists of one ESXi server and VSphere client 6 (not WebClient) and VMware Workstation 11. What I need to do is to find a way to give a user console access to a single VM running on ESXi 5.5, and no other rights at all. I created a user in vSphere Client, but when he accesses the ESXi server via Workstation, he has console rights to all VMs. I also tried give the new user the role of "No Access" to all the other VMs, but that role is gone when I go back to check the permissions.
Is there a way to give a user console rights to one and only one VM hosted by ESXi? Do I need another administration client, console client, and/or host server?

1.After created a user in vSphere Client,disable Propagate option.
2.Add new created user to need console access a single VM on ESXi 5.5.
3.Use this user connect to Esxi5.5 Server in Workstation 11.
@qualityTesting - I have ESXi 5.5, and the new user does not appear on the permissions tab:
Also, it doesn't have the WS role or access to the propagation attribute.
Do I need to upgrade? or is there another way? I couldn't find the "need console access" permission either.
