I have workstation-pro 15.x -
if upgrade to 17, how many PCs can run this upgraded software?

I also do not remember my old - workstation-pro 15 - product key... well can upgrade to 17...?
Here are some thoughts.
First, is your Fusion 11 Pro license visible in the VMware Customer Connect portal? Go to Customer Connect (customer connect.vmware.com). log in, and select "Manage Licenses". In the products list you should see all the licenses you have purchased or registered for your products. See if your Fusion 11 Pro license is there.
If it is. click on the button at the top of the listing marked "Upgradable". Your Fusion 11 Pro license should be visible as an upgradable license.
Now go back to the main Customer Connect page.
Scroll down and you should see "Featured Products". Fusion 13 should be there. If it is, there are two options: "Buy Online" or "Upgrade". Click "Upgrade" and you'll be taken to the online VMware Store where you can purchase the upgrade. It will ask whether you are upgrading from Fusion or Fusion Pro version 11 or later, or from Fusion 13 Player. Select upgrading from Fusion 11 Pro or later.
Add the upgrade to your cart. You will be taken to a page where you can select an eligible license for upgrade. You should find your Fusion 11 Pro license that you found earlier.

All I can say is give the upgrade process a try by using the link in the Customer Connect "Featured Products" section and see if that license can be recognized for the upgrade.

Once there, click on "Non Technical Support"
In the page that follows, under "Product", click on "VMware Online Store". That should open the virtual assistant that will offer an article on how to purchase upgrades from the VMware Store. If that doesn't help, you might want to try clicking on "These articles aren't helpful" and you should get an option to chat with an agent.
Other than that I can't give you any magic incantations on how to get VMware's attention on this. as @RDPetruska says, we're all users here, not VMware employees.

Where Download VMware 17.x Pro and 13.x Pro for my key?? Key will insert prior INSTALLATION...?
Within Customer Connect, select "Products and Accounts"-->"My Products". This will display a list of all of your valid products. Select the Download link to the right of the desired product.

why I AM HAVING only: Fusion 13 Pro????
I guess because that's the product you purchased. As we've stated and shown via blog posts and product pages, the license key will work for both the Fusion and Workstation product, though. If on that page, instead of selecting "My Products", select "All Products". Then go to the download link for Workstation.
@RDPetruska is correct. The "my products" will only show Fusion. Go to the download page for Workstation Pro and download the Workstation installer from there. Apply the Fusion Pro key during the Workstation installation process and you'll be good to go.

I have to insert the SOFTWARE KEY for Fusion Pro 13.x or Workstation Pro 17.x, before installing so, is impossible to get installed and fails & wrong the key?

You enter the key either *during* installation, or can do later through the UI.
The installers (at least for Workstation, IDK about Fusion) will uninstall any older version as part of the installation process.
If you already have Fusion 13 Player installed (either using a purchased Fusion 13 Player key or a "free" personal use license key) there's no need to uninstall Fusion 13 to switch from Player to Pro. Start Fusion 13 and click "VMware Fusion" on the Mac menu bar, then select "License...". Enter the new Fusion Pro key in the dialog, then exit and restart Fusion. You can verify through "About VMware Fusion" if the license key "took".

How can check a bootable toolbox usb stick like HirensCD or MedicatUSB, in VM, if it really boots up and works successfully?
A. Just uninstall Workstation from the original computer, and have it remove all configuration.
B. Create a blank VM, or whatever you want to use the bootable USB device on. Make sure it has a USB controller in the virtual hardware settings. You may want to use the menu option to "Power on to Firmware" which will load the BIOS settings screen upon boot of the VM. Navigate and make sure USB device is in the bootable devices list, perhaps move it earlier in the list. Connect the bootable USB drive you created to the VM, and boot from it.
So, if I boot the VM eg Windows 10, and connect the USB HirensCD and choose connect to VM, then, after restarting, may give me boot choice? Or needed press keys… to go to boot device order and choose usb…? If boots means bootable usb is correctly made?
