not sure, but you may try to run the installation by right clicking it an choosing to run "As Administrator". Maybe the issue is cause by UAC restrictions.
Yes, I thought about it so I already tried to reinstall with "As Administrator" -> But it didn't work. I think it may have something to do with the French Windows 8.1
That is because I'm sure they tested it on the English version.
Just one more question. Did you verify the downloaded installation packages checksum to ensure the download isn't corrupt? The checksums are provided on the download page, and you can use e.g. md5.exe for the verification (see Using MD5 Checksums).
