After a night of sleep I now learned that the password isn't queried when starting the VM but when launching VMware Workstation, or, to be more precise, when the VM's configuration file is loaded by VMware Workstation.
So, everything is working fine now, and this case is solved.
Did you elect to save the password? I recently found that Workstation 17 will automatically unlock a VM by using its password from the Windows Credential Manager if you told Workstation to save it there. The behavior is the same as what happens with VMware Fusion on the Mac.
