As I understand it this is a hardware limitation with the VT-x virtualisation technology in Intel processors (I don't know about AMD processors) which only allows one hypervisor to be running at a time. Application Guard, Device Guard, and Credential Guard all utilise the Hyper-V hypervisor so if they are enable the Hyper-V hypervisor will be running so preventing the VMware (or any other) hypervisor from running.
