so when i try to install a windows 8 x64 VOS i get this message

Well if your CPU does not support VT-x or it is not enabled in the BIOS then you cannot run a 64-bit Guest OS.
Did you look int the BIOS to see if VT-x is even available and if so disabled and enable it?
What make and model of computer and what make and model CPU does it have?
its a custom computer, i put it together myself, it has an intel i5 i think it was a 2500 sandy-bridge unlocked. i probably got the number wrong.

Sorry but I cannot waste my time with "I think" type responses however the i5-2500 CPU does support Intel Virtualization Technology (VT-x), so look in the BIOS and see if it can be enabled. Also if it can then after enabling it you'll probably need to cold boot the system for it to take effect.
