so what i have to do

... if you have done everything that is instructed in order to remove hyper-v functionality, maybe there is this principal Windows-thing preventing you. In Windows, in a general case, you can never be sure that you removed a program (which hyper-v also is). Removing something, is never the same as NOT installing it - or at the minimum, there is no practical way to be sure that it is the same.
The solution, how to REALLY remove it, might be modifying some registry entry or something equally simple. However, if you are unable to find it, is it possible to reinstall your server OS without hyper-v role (and all its dependencies that come with that)?
Also ... don't know what your actually problem or error message or error log is ... cannot find/deduct it from your post?
Did you get this resolved? I have been working on this same issue for a few weeks now. Tried on 2 different server, now I built a new server and still the same error.
VMWare tech support was not help. They told me to run the bdeedit command, and turn on device guard
I have been on 2 zoom meetings with their techs and they come up with some random reason, and tell me to contact I.T. Support, which is ME!!! and they just cant get off the call quick enough.
