You may need to turn on virtualization in BIOS - however, that couldn't go off in the upgrade. Also, some virtualization options are required in VMware Settings. At least "cpu performance counters" is required for Windows 10 - you may need to turn all of them ON and go on from there.
Typically, if any of the above is wrong, VM doesn't start. With earlier versions of VMware (not sure if it was 15 or earlier), those were NOT required in the standard case.
That sounds like a crash in our 3D graphics stack or your host graphics driver. If you can post your vmware.log file containing the crash, we can try to forward it to the appropriate developers.

Post file(s) as a zip file.
It's most likely an issue with the "AMD Athlon(tm) II X4 620 Processor" that you are using. VMware dropped support for several old CPUs with version 14. See https://docs.vmware.com/en/VMware-Workstation-Pro/14/rn/workstation-14-release-notes.html
