Using vm as DC , DHCP and DNS

Can I configure vm to act as my Domain Controller, DNS and DHCP servers?

If yes, how can I statically assign my own IP of choice for my DNS and DHCP?

Yes.

If yes, how can I statically assign my own IP of choice for my DNS and DHCP?

Just edit the VM's network settings within the guest OS itself, and assign settings in the appropriate subnet. You may also want to consider to disable the VMware DHCP service. With VMware Workstation in place that's much easier, since you can add additional virtual networks and enable/disable DHCP for each virtual network separately from the GUI.

Yes.
