I am standing up a Server 2012 VM and I am wondering if I can move it from my desktop to my laptop when I am complete?
Yes, you can - that's one of the benefits of virtual machines.
You should shut down the guest VM before moving it, not merely suspend it.
You can however it may need to be reactivated if the CPU's are not in the same class.
