Boot failure after upgrade to 17.x hardware

I want to upgrade my 12.x to 17.x hardware. I created an 17.x vm and copied my .vmdk files from the 12.x vm to the 17.x vm. I then removed the hard drive and added the hard drive back in again, I specified SCSI for the "Virtual Disk Type" and on the next screen I selected "Use an existing virtual disk" I selected the first .vmdk file from the files I copied from the 12.x vm and clicked "Finish". I was asked if I wanted to "Convert existing virtual disk to newer format" I selected "Keep Existing Format" and then "Save". When I tried to power on the machine I end up in the boot loader instead of the machine booting. I have also tried converting to the new format with the same result.

Any suggestions
