12 GB RAM is "Not Enough Physical Memory" for a 2 GB Virtual Machine?

I run VMware Player 6.0.3 on 64-bit Windows 8.1. My host computer has 12 GB of physical memory and my virtual machine uses 2 GB of memory. And yet, I cannot start my virtual machine because VMware says "not enough physical memory is available to power on this virtual machine with its configured settings."

According to Windows Task Manager, only 15% of my physical memory is reserved for currently running processes. So how is it possible that I don't have enough RAM to run my virtual machine?

Have exactly same issue with WMWare Player 6.0.3 @ Win 8.1 PRO x64

memory (mb) 4750 in use, 134 modified, 3925 standby, 7536 free

Been able to start VM prior to install bunch of tuesday windows updates.

List of updates were installed:

Thanks to you both.

Of the two workarounds mentioned in those posts, adding the line:

vmmon.disableHostParameters = "TRUE"

to config.ini did not solve the problem for me, even after multiple re-starts. I had to uninstall the Windows 8.1 October rollup KB2995388, and then my problem went away.
