When you say you can ping, can you ping from within STAF? From the prime client command line:
staf standby0 ping ping
Though STAF is up and running, it sounds like you haven't configured it in C:\STAF\bin\STAF.cfg. In the Benchmarking Guide, see the section titled "Create a Customized STAF.cfg File" on p. 62.

Hi Lisa,
I can ping locally, i.e. From the standby client, when I do "staf local ping ping", I gets response "pong".
And When I ping from prime client using IP address of standby0 client i.e. "staf 10.236.194.36 ping ping", I gets response "pong".
But I tried "staf standby0 ping ping"
the response is:
Error submitting request, RC: 16

Same response I am getting for all other workload VMs.
Also, I already have done the changes in the STAF.cfg file for all the workload VMs as well as for the Prime Client accordingly.

Do you have the following entry in your hosts file for both the prime client and standby0?
10.236.194.36 standby0.yourcompany.com standby0
You need the "standby0" alias in the hosts file as well as in STAF.cfg on both hosts.
