This looks more like your Horizon environment is set up with 2 vCenters.

I just typed two different vcenter server check command

$global:defaultHVserver

$global:defaultHVservers

so there are two vcenter command result, but they are the same one.

I'm not talking about the number of Connect-VIServer that you did.
These 2 entries that you see come from $vc_service_helper.VirtualCenter_List($services).
And they do seem to have different UUIDs.
This comes from inside your Horizon setup

Set up Horizon with a vCenter.
Updated/reinstalled your VCSA.
Added the new one to Horizon.

horizon view servers are already set up and they are active.

I think that it's not able to reinstall.

is there any other workaround?

do you happen to know how to install vdmadmin?

I was searching and found that it also could be done with vdmadmin.exe

but i don't know how to install it.

I found that there's no directory for vdmadmin

original vdmadmin dir: C:\Program Files\VMware\VMware View\Server\bin\vdmadmin.exe

mine: original vdmadmin dir: C:\Program Files\VMware\VMware View\

Did you check in the Horizon console that only one vCenter is linked?
See also Remove a vCenter Server Instance from VMware Horizon

The vcadmin tool should come with the installation of the Connection Server afaik.
