I've seen many references to the -UseCulture parameter when importing content or exporting results of scripts from/to csv files. I've tried in vain to locate an actual description or purpose of this function. Can anyone help direct me as to where I can find this or elaborate on this parameter?

It forces the Export-Csv cmdlet to use the separator that is used in your regional settings to be used.
By default it is a comma, but in other regions it can be for example a semi-column.

Correct, if your on EN-US (the default), there is no reason to use it.
