But you should handle VMware Tools that came integrated with the Guest OS installation (guest managed) differently.
They in most cases need to be updated via the Guest OS update mechanism.

Do Linux OS as well can be auto updated during power cycle through Power Cli.

It depends on which type of VMware Tools are installed.
If these are "Guest Managed" VMware Tools you should patching/updating from the Guest OS.
Otherwise, yes, that should work as well.
