I know you can get a list of vSphere Tags but how do you get a list of VROPS Tags?
Is it even possible from PowerCLI?
My next question of cousre is if it's possible how do you assign a VROPS tag to a VM?

Not directly, You will have to use one of the vROPS API methods or services.These are available when connected to the vROPS server, see Using the entire API for vRealize Operations via PowerCLI
