PowerCLI Installation Issues on Server 2016

New Windows 2016 server, installed .NET 4.7.2 as specified in the prerequisites. Getting numerous errors about dll's unable to be loaded. Server is off-net so I cannot use the install-module command. Downloaded the full module package and have tried export to */Documents/WindowsPowershell/Modules as well as the similar directories in Programs. I've been through the posts regarding the log4net.dll file and performed that workaround, but I get lots of others with the same issue. Ideas?

Did you unlock the downloaded ZIP file?

It would help if you showed what you did and the errors you are getting.rSHell

Did you use the Save-Module option or the PCLI ZIP file?

Which PowerShell version did you install on the server

I've tried 12.0, 11.5, and 11.3 all with the same result. I downloaded the modules from the bottom link on the download page as shown in the attachment. Provides a .zip with all the raw files. Error message is also attached. I get the same when attempting to run any command from the modules.

Highly appreciate the help! I ended up unblocking the recursed files after expansion.
