Need help ro configure CPU utilization

I am new to Power CLI and trying to configure CPU and memory utilization for some VMs, my boss has asked me to configure it on VM’s that have (as an example) overallocated their CPU and or memory by more than 100% (e.g. VM is allocated 4vCPU’s but never uses more than 2vCPU capacity).

Please help me if there is a script which can solve my problem.
