On the PC where you installed PowerCLI there is a PDF file that contains a chapter explaining the basics.

And there is a help file which is a reference to the PowerCLI cmdlets.

The Reference is also available online

And there are of course the numerous blog posts explaining the first steps in PowerCLI.
