Install PowerCLI 6.5.1 Fails

As part of PCLI 6.5.1 Install I am trying to install NuGet which fails. Any way to avoid proxy, I feel like the proxy is blocking the installation

Even after explicitly  providing porxy details using " netsh winhttp set proxy proxy-server= ...." I am getting below error.

Looks like blocked at network, I wish we will have offline bundle to install like previous version.

In Welcome PowerCLI to the PowerShell Gallery – Install Process Updates, Kyle documents a method to do an offline installation.

See the Offline Install of PowerCLI to a Computer Without an Internet Connection section.
