How to upload and deploy a template via powercli?

I create VM via New-VM clone from template.

Now, I want to upload my template then use New-VM.

How can I do it?

 

Suppose, I have VMDK file, ISO file , and ovf file along with manifest file. I have to upload them, as template. Then clone via powercli.

The given question it's not related to New-VM question. We need to upload a template.

I found Import-VApp command. But this command, doesn't upload , It uploads and deploy togethers.
