How to create a VSAN Storage Policy with FTT=x

Trying to configure a nested testlab using lamw‌ 6.5 ESX Appliance.   As part of the deployment want to create a StoragePolicy rule for VSAN where FTT=0.  This will allow me to use less storage by default.

I looked at  New-SpbmStoragePolicy but can't figure out the syntax to create the new policy.

Also,  is there a way to set a storage policy as the VM default for VSAN?
