What setting/permission/value must be configured on vCenter 6.7 to allow one to use PowerCLI? It works on one host but not another.

You will have to provide a bit more info.Which PowerShell/PowerCLI version are you using?Are you connected to a VCSA or an ESXi node?
What role does the account you connect with has on the ESXi nodes?Which code are you using?
