how to lease disk for vmware consolidated backup using powercli command?

It is one of the privilege of vm admin.Is this can be done by any powercli command or by using privilege id?

That privilege was there primarily for VCB, a backup tool that is not offered anymore in vSphere 5.*

You should use something like VDR or a 3th party product to backup your VMs.

Just a small correction to the above.. Should use VDP not VDR as VDR is not compatiable with vSphere 5.1

Indeed from vSphere 5.1 that should be VDP.
