Creating a Powershell Script that changes Virtual Machine CPU's and Memory

We know if you run the Hot Add.....it will make the changes on the next restart of the Virtual Machine....but then it doesn't make the change permanent.  Is there any way to make it a permanent change on the Virtual Machine.

Not sure I'm following your scenario.
When you enable the Hot Add feature on a VM (for which the VM needs to be powered off), you can Hot Add CPU and memory.
Since there is no Hot Remove you will have to power off the VM to set it back to its original CPU and memory settings.
If you don't change the CPU and Memory settings (when the VM is powered off), these new settings will stay.
