Can I add an IDE to an existing VM using PowerCli?

I can do this from the VSphere UI, but New-HardDisk only support iSCSI

You will have to use the API methods, have a look at Re: How to create an IDE hard disk instead of SCSI?

Yes it was.  I may have found what I'm after in the device.backing configuration property?

Point to the existing harddisk in $dev.Device.Backing.FileName
