vTEP ip pool exhaustion (NFVi)

Environment

VC 6.7, ESXi 6.7, vCD 9.7, NSX-v 6.4.6

vtep ip pool is exhausted - multiple Logical switches have been created but only 2 x VNFs make use of a logical switch (can be powered down for change)

Want is to un-prep 11 clusters for vxlan - delete and re-create the vtep ip pool with a /23 rather than /24 and then re-configure clusters for vxlan

Issue is that clusters cannot be un-prep for vxlan whilst they are a part of a transport zone - Transport zones were created are part of pVDC creation

Question: Can we remove clusters from the Transport zones, complete the vxlan work and add back to the transport zones without impacting vCD, VNFs or Logical switches that have been created via vCD. To remove clusters from Transport zones, the approach would be to create a dummy cluster that is added to the TZ as at least 1 cluster has to be a member.

Note: we wish to avoid having to create a new IP Pool / dvswitch for a single cluster due to a large number of distributed PGs created \ used by VNFs and just pushing the issue down the road.

Removing clusters from TZ is not possible if there is any NSX object using it. Considering the VCD integration, one option would be to create a new cluster ( move few hosts from the existing cluster) and prepare it with the existing DVS and new VTEP pool.
