Is the state of the controller listed in the Web Client as Normal?
If you're running 3 controllers in your environment, it's likely that you can remove the broken controller, and deploy a new controller.
Login to the console of the controller and issue the following commands and provide the results.
show status
show process
show network interface
show control-cluster status
