VMs spun-up using NSX

I'll be joining to a project soon. Someone, please help me how this can be done.

I can think of they will be using vRA+NSX combination. Any other thoughts. Can someone point me any documentation on this topic ?

Project is currently in the prototype phase provisioning 180 VMs every 5 hours with NSX. Goal for phase 2 is to scale provisioning from 180 to 600 NSX enabled VMs every 5 hours.

You might need to understand the use-case what they are looking if it is a VRA+NSX combination. 180 VM's every 5 hours assuming workloads are dynamic  VRA  and endpoint design is going to be key as per my opinion and NSX would just provide SDN layer for those endpoints and will automate network/security provisioning .
