It will restart NSX Manager only not esxi.
and will no control on it before it come online , so you lose management capabilities only. Rest will work with no impact , with last status of configuration

Hi Satuu,
If you are asking about NSX Manager restore, you need to know that restoring backup to the running NSX manager is not supported. You have to perform a fresh NSX manager installation with the same settings as the old NSX manager then restore the configuration from the FTP/SFTP backup.

After the restore is done, certificates and vCenter association will be the same and there is no need to do anything (if there is no change in edges, switches) from last backup.
No ESXi hosts reboot is required as well.
