It is unsupported.

According to Installation guide: http://http://pubs.vmware.com/NSX-62/topic/com.vmware.nsx.install.doc/GUID-ADAED74E-4796-4826-B138-2...

No matter the size of the NSX deployment, VMware requires that each NSX Controller cluster contain three controller nodes. Having a different number of controller nodes is not supported.

yes but highly discouraged...what you going to have is a SPOF and when you upgrade NSX it'll be a problem of sorts...what's the rationale behind your question ?

Subtle diff between "working" and being supported to be heeded attention to here -

By v-twin engine would also fire up with a single spark-plug alright but I would never do it because not only would it hurt the performance but also it makes no sense at all as it bringe sthings out of balance and it defies the purpose of a v-twin. (lame analogy but the best I could conjure up so early with only 2 sips out my jug of java)

cheers
