NSX Version: Not Ready after upgrade to 6.4.5

After upgrading from 6.4.4 to 6.4.5 we see an error indicating NSX Version: Not Ready

I found an article indicating that if you were using a proxy server (indeed we were) in Update Manager it could cause this exact message when upgrading to 6.4.1. However the resolution in that kb article didn't work for us as the EAM Agencies are empty:

I have disabled the proxy server setting, but I'm not sure how to trigger it to retry the connection between EAM and VUM.

Anyone seen this issue before?

what I did in the past was to check MOB as you pointed in the KB, then check if there is the extension causing the issue unregister that and start eam agent in the vCSA shell issuing this command: service-control --stop vmware-eam.
