NSX-T tier 0 router intra link problem

I am doing a trial play with NSX-T 1.1

Got stuck with the tier 0 router communication between service router and distributed router.

In the edge to do a get interfaces:

The distributed router:

    interface   : b9bafbe0-3ff5-416d-9f86-ee4c4571d7b4

    ifuid       : 272

    type        : lif

    peer        : 9fbf9405-2617-406a-9b53-d09d27929e63

    mtu         : 1500

    admin       : up

    subnets     : 169.254.1.1/28

    MAC         : 02:50:56:56:44:52

    urpf-mode   : PORT_CHECK

The service router:

    interface   : f457c786-e776-4998-9b02-0d2fabea3f14

    ifuid       : 274

    type        : lif

    peer        : e509e7e5-33b5-4ad3-b2a5-ba21434af56c

    mtu         : 1500

    admin       : up

    subnets     :

    MAC         : 02:50:56:56:53:00

    urpf-mode   : PORT_CHECK

There is no any IP assigned here? I am suspicious that is why the communication failed..  Any expert can point some insight here?

Are you able to reproduce the issue?
