How i can load Balance a load balancer in case when a load balancer is down

You can enable HA on the NSX Edge on which the load balancer is running.

It's possible to do DNS round robin for your NSX Load Balancers then have the two Load Balancers pointing to the same VMs for your pools, assuming you're doing a one arm load balancer.

Otherwise you can use the NSX HA feature to protect your Load Balancer, so if a host fails or the Load Balancer fails the standby VM will come online shortly after failure.
