Inline LB NSX-T 3.2.1

Hi to all

how should i implement inline Load balancer in nsx-t 3.2.1? as i've read in vmware documents LB is just applicable on tier1 routers and it would be appreciated if anyone could help me in this case (I think so it's not possible to create inline LB on Tier1)
