If you are using vRA 7.3, day 2 operations now available within vRA. You can edit deployment to update existing LB config Reconfigure a Load Balancer in a Deployment
However, if you are going to edit existing deployment as part of provisioning process then I believe yes you would need vRO workflow to find the correct NSX Edge and update the deployment.
The vRO workload may already available and you need to customise and call the workflow probably as part of post provisioning VM process.

I am using vRA 7.2, so let me know if you have a custom workflow which can allow using existing NSX LB and add new provision VMs into it.
