What is the process for getting access to demo licenses?

You can login to VMware Partner Connect (https://vmware.my.site.com/partnerconnect)

Go to Sales -> Entitlement Licenses -> Evaluation License (EVAL)

The eval center is your chance to get a 60 day trial license. However, VMUG advantage offers way more, you get all the licenses for 1 year and on top of that also discounts on certs and training.

It's only 200 USD / year but you can pretty much always get a 10% discount code

can we get same EVAL license after 60 days expired ?

If you want longer than 60 days then VMUG advantage is your best option.

Just remember that an eval license obtained via something like VMUG Advantage is for non-commercial purposes, it is still an eval.
